Hi, i also have this problem and have tried doing this mutiple times! But for some reason it makes every pack I have ever bought pop up everytime i open the game. ITS SOOO ANNOYING! do you know how to fix this? im tired of having to click through all of those popups and having all the "new items" go to the top in CAS and build mode.
@g83nsvplt670 Please go into Documents > Electronic Arts > The Sims 4 and delete notify.glob. You should see the notifications one more time, but that's it.
If that doesn't help, please let me know whether any other changes aren't sticking, for example if you switch the game to windowed mode or change another graphics setting, does it stay after you quit, restart your computer, and load Sims 4 again?
So basically, for months i have still been getting the "Welcome to _______" Pack message EVERY SINGLE TIME i open the game. its so annoying! i did that thing where you delete that file, but now, even after re opening the game mutiple times, i still get the message but for EVERY SINGLE PACK i own! please help me with this. How can i fix it?

@g83nsvplt670 Again, are any other changes you try to make not sticking? For example, if you change a graphics setting, then quit and restart, is that setting still in place? There's a specific reason I'm asking: it would point to one particular cause if yes, but not that cause if no.
@g83nsvplt670 Try deleting the following file: ReticulatedSplinesView
The file will recreate on the next program start and you will again see all the messages (you will also have all the new highlights back, that's the downside). Next time you start the game, they should hopefully be gone for good though.
If that doesn't work, what security software are you using ?
