With the specs you have you may have to go with low. As you're working with only 4GB system memory, and that could cause issues with the game like crashing and game lag. - You can add more system memory to help ease this issue.
There's not a lot of memory to run both windows and the game, as Windows 10 can take a lot of resources.
You're also working with an integrated video card, which isn't recommended for gaming. It's got the bare minimum for gaming. (128mb video memory) - You cannot add more memory to the onboard (integrated) graphics.
You might try updating your graphics drivers, turning off Origin in game, and possibly try Windowed mode to help put less stress on the computer.

Turn off Origin In-Game:
Open Origin, Select Origin > Application Settings > Origin In Game tab and click the on/off switch to disable Origin In Game. - This deactivates Origin In-Game, as it has been known to cause problems with games.
Restart the computer, to help the computer refresh itself, and try the the game again.
Start the game in Windowed mode:
In Origin - Games Library tab, right-click on Sims 4 and select Game Properties - In the Command Line Arguments, add the following text: -w and click Okay.

You may need to play around with these options below to see what works best for you, but to start:
Check Uncompressed Sim Texture (Turn on)
Uncheck Post Processing Effects (Turn off)
Check Laptop mode (Turn on)
