@kmyn2202 This is a common error that usually means the game doesn't have access to the Sims 4 user folder in Documents > Electronic Arts. If you're using OneDrive, try pausing syncing before you play. Right-click the cloud icon in the lower-right corner of the screen to see the option.
If that doesn't help, go into Documents > Electronic Arts and move the Sims 4 folder to the desktop. If it copies instead of moving, or you get an error when trying to move it, let me know. Otherwise, try again to play. Your saves and other content won't be available, but that can be fixed later; the point here is to see whether the game works at all.
i tried both one but my game is not opening or lauch its still saying the gaming is running

@kmyn2202 Please create a new admin Windows account on this computer and try playing in that. Make it local, as in, don't sign into your Microsoft account. You'll be able to (try to) launch Sims 4 without reinstalling anything.
If that doesn't help, please let me know what antivirus you use.
