[READ FIRST] Cheat console doesn't open

What expansions, game packs, and stuff packs do you have installed? All of them, missing a few of the newest kits
Steps: How can we find the bug ourselves? I'm not sure, the ability disappeared entirely after the most recent update.
What happens when the bug occurs? I cannot get the cheat bar to pull up. I've tried ctrl+shift+c, windows+shift+c, windows+alt+c, shift+alt+c, ctrl+alt+c, ctrl+windows+c - nothing works. I've played sims since 2000, so I'm well aware how to do this, but it quit working after the most recent update. I even have a stream deck and tried it - didn't work/respond.
What do you expect to see? The cheat bar pull up in the top left of the screen
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I used to have the UI cheats but removed/relaunched, still didn't work.
I tried repairing the game, didn't work.
I tried closing/restarting the game multiple times, didn't work.
Tried other save files, didn't work.
Tried a new save file, didn't work.
Tried uninstalling/reinstalling the game, still didn't work. 

I don't know what else to try at this point. I'm a content creator and I asked my Discord - no one else is having this issue.
