Recipes not showing up for use after leveling up cooking skill

What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? By leveling up the cooking skill and seeing if the proper recipes show up?
What happens when the bug occurs? When my Sim levels up in the cooking skill, I get the expected message that they've leveled up and will be able to now cook whatever food comes with that skill level. However, when I try to cook something either with the fridge or the stove/oven, only a certain number of recipes appear, usually the ones that go to level five. I only get two gourmet recipes (ceviche/chips and vegetable tempura). My Sim has been as high as level nine and nothing changes. I have taken out any CC I have that affects the cooking skill as well as custom cookbooks and recipes. This has been going on since the last patch and this was after I had to download and reinstall my game twice before it would launch.
What do you expect to see? I should be able to level up and get the right recipes.
