Rental lots not avaial

I noticed that there was a little exclamation point/warning over my vacation worlds, telling me they were "incomplete" because there were no available rentals -- but there ARE lots designated as rentals available in both worlds. I tried taking my Sims on vacation. Everything went well until I tried clicking on a rental cabin and got the message that it was "unavailable right now". (I tried to upload images, but the screen shots are too big) 

I have tried going in, in build mode, and re-designating the lots as rentals; but it didn't fix the problem.

I have mods in my game, but I tried disabling/removing them and it didn't solve the issue, either. 

Technical details: I'm playing on PC, Windows 10, and I have all of the packs except the new Star Wars expansion. This is a brand new issue; as far as I can tell, it started after the most recent patch (early September? Late August? I hadn't played for a while, so I'm fuzzy on the date, I just knew it was coming out and made sure it downloaded before starting up a new session). 

I have had a number of other issues post eco-living, but they seem to be the same things everyone else is dealing with (never ending lumps of clay and future cubes). I have tried Googling/searching various forums for this particular issue, but haven't found anything.
