aname1024 I'm sorry, I don't have any other ideas here, except that it might be revealing to try installing the pack on a different computer, preferably one that has never had Sims 4 installed. The idea being that if this is some hidden account issue EA support hasn't been able to find, it would appear on the new system as well, but if it's on your own computer, it shouldn't affect another one.
As for getting your money back, that would be the domain of EA support. You'd need to talk to a real person, in real time, to get a manual refund, since R&L is DLC rather than a separate game and therefore isn't eligible for an automatic refund. If you don't see the option for live chat, choose a slightly different category of issue.

Unfortunately I don't have access to another pc. I've been trying to get any support from EA seeing as I keep doing all the troubleshooting and its feeling like more and more a waste of my time (I am grateful for your help) that frustrates me.
