I still don't have the pack installed.
I made sure it was purchased (yes) closed EA and stopped all EA tasks in task manager, cleared the cache per above instructions, restarted my entire computer (just to be safe), re-initiated EA and I STILL get the "World not installed. When this pack has finished downloading restart The Sims 4 to install it." I also tried to repair the game, then follow all of these steps. MULTIPLE times.
One thing I notices is that the E21 file has never been in the sims folder. But I double CONFIRMED it's purchased and in my game library.
