AshleeHauver Open Options.ini, in Documents > Electronic Arts > The Sims 4, use ctrl-F to search for fullscreen , and set it to 0 (zero).
Having said that, if you're still using your Surface Pro 7, please change the system settings in this post from bibliomak:

I have it opened to where i can change the fullscreen settings but I'm trying to set it to 0 but it wouldn't let me change it. How do i edit it?
