Wildardsyst3m Try forcing the game to use the Intel graphics chip instead. Open Windows Settings > System > Display > Graphics settings, click Browse, find TS4_DX9_x64 on the list, and choose the power saving option. This is not a fix, just a test to see whether the problem is limited to the Nvidia GPU or more widespread.
Please also switch to DirectX 11 mode, as described here:

And test both the Intel and Nvidia GPUs in that mode too. DX11 uses TS4_x64, so you'll need to change its settings separately.
Finally, please run a dxdiag and attach it to a post. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply here by clicking the camera (Insert Media) button included with the other formatting options.
unfortunately, both graphic cards didn't work even with dx11. I did also notice a slight, but different, glitch in an adobe program. Here is the DxDiag either way.
