screen glitching really bad as soon as i boot up game

as you can see there are horizontal lines that flicker. it gets steadily worse than near completely obscures the game by the time i boot up the actual save file. it also on occasion will "rain "0...

Wildardsyst3m  Did you ever do a clean uninstall and reinstall of the graphics drivers?
