Seasons content missing in-game

Hi all. A couple weeks ago I reinstalled TS4 and on an older computer via Origin. I installed all expansion packs I have except Seasons and Cats and Dogs. I played for a bit and decided to install those two as well. Origin recognizes that I have Seasons purchased and installed, and on the in-game initial screen the Seasons icon is highlighted, along with all my other packs. However in CAS and build mode no Seasons items show up, and on the filter options it just says I don't own this pack. I don't have any mods, already tried repairing and reinstalling. I'm on Windows 10
