Several interactions are missing

For some reason I'm not able to interact with several things. Bookshelves, bars, and chess tables don't light up at all when I mouse over them. It makes a sound when I click on them, but nothing else happens. The guitar lights up when I mouse over it, but nothing seems to be happening when I click on it. My sims can choose to play guitar on their own, but I cannot tell them to play the guitar.

Even though my sims are married, I have very few options when making them interact. It's still giving me the "get to know" option.

I have no mods installed. I've never used any mods. This is a brand new installation on a brand new computer. The only thing I can think of that might change anything is an old cloud save from an old machine. I've tried rebooting, I've tried uninstalling and reinstalling. I don't know what else I can do. Any help would be appreciated, thanks.

Edit: I did the steps in the troubleshooting guide as well. The problem goes away when I delete all my old saves, but as soon as I move one of my old saves back the problem pops up again.

Edit 2: I don't know if my old save file can be fixed, but I was able to create a new save file with the same characters. When making a new household I had to choose merge instead of replace, otherwise they wouldn't have enough money to move in anywhere, and the game was basically soft-locked. The new save file does not have the bug, but I have to save up again to buy all my stuff back.
