SquirclesCC Try a new save in a(nother) new user folder, with none of your previous content added back, and nothing from the Gallery.
If that doesn't help, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
And sure, you can try reinstalling; it certainly wouldn't hurt. But if that would take a while, I'd suggest trying other steps first, including repairing (EA App > Sims 4 > Manage > Repair OR Steam > Sims 4 > Properties > Installed Files > Verify integrity of game files). This isn't quite as thorough as reinstalling but does cover most of the same ground.
