Sim get chilled moodlet in house with theormostat

What expansions, game packs, and stuff packs do you have installed? EP - All GP - All except Vampires SP - Luxury Party, Bowling Night, Perfect Patio, Movie Hangout, Romantic Garden, Backyard, Vintage Glamour, and Laundry Day
Steps: How can we find the bug ourselves? Put a thermostat into a house during the winter. Set it to warm and see that you still get the chilled moodlet. Don't know about it not working during the summer.
What happens when the bug occurs? My sims are constantly cold when it is cold outside and the thermostat doesn't work.
What do you expect to see? My sims are warm when I use the thermostat.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Basically, my Sims are constantly cold when I use the thermostat. Even if set to warm, they get the chilled moodlet. This only started to occur after the Strangerville patch went live.
