Sims 3 camera (in sims 4 build mode) Not working

I have no mods or cc installed. When I try to use my scroll wheel by holding it down, to change the camera angle, either in build mode or gameplay, it doesn't move. I have spoken to another person an...

    rep-13-tv​  Does this happen in both fullscreen and windowed modes?  Please try whichever one you don't normally use—switch to this mode, then quit the game and restart to test.  Please also switch to the Sims 4 camera, quit and restart, and go back to the Sims 3 camera.

    If this doesn't help, please disable any apps you use that come with overlays: Steam, Discord, etc.  Disable the EA App in-game overlay as well, under Settings > Applications.
