with those settings my townies aren't aging!

Sounds correct.

Are you using any mods ?

    I have MC command center and then a few very basic mods (added hairstyles/clothing options).

      Then maybe MCCC is overriding your settings.

      Check what you have set with MCCC or remove the mod to see if the issue persists.
