Open the EA App and select The Sims 4 Click Manage and scroll down to Get to Work. If there is a Download button click it. If not repair the game.

Where was this code purchased from? Is Get to Work showing as owned in your EA app library?
Thanks for your reply, I purchased the code from an external browser as the Sims 4 store wouldnt work properly. I entered code and it was successful and the pack started to download but didnt download properly and says 'DiP STAGED' next to each file. The pack is not showing up in my EA library when i select 'Manage Ad-Ons'. When I go into the sames ganme and view packs it says that I own the pack but it needs to be downloaded. I am completely lost as to how I will download it now. I have repaired the game, redownloaded it, and reinstalled and repairs the EA app but all to no avail.

Do you mean external browser as in a third-party website like Amazon, or the EA store website?
Third party, the EA store was not working at time of purchase

If it was purchased from a third-party retailer, even if the code looked like it was successfully redeemed, you'll need to get in contact with that specific retailer for a replacement code or refund on this purchase.
Please also read over the post here for more information on where to purchase packs from.
