    well here is my dxdiag.

and when i plug my headphones into the front audio it works just fine with no stuttering.
my normal headphones use a usb audio converter thing that came from my headphones from razer so that could be the issue.

@sheepy555675  Razer could well be the issue, either the hardware or the software.  Sims 4 added support for Razer Chroma lighting to sync with the active sim's moods a couple patches ago, and that seemed to introduce a few minor issues at the time.

Your Razer sound driver is from 2019, so the first place to start is with updating it.  You should be able to find new updates for your headphones on their product support page, and you can try letting Windows update the audio and sound devices.  Click Windows key-X, choose the Device Manager, open the Audio dropdown list, click on any Razer entry you find, and then click the black and green Update icon at the top of the window.  Repeat for the Sound list.  Restart your computer when you're done.

If this doesn't help, try ending any Razer-related tasks in the Task Manager before you play.  They'd likely be in the background processes list, and even if this causes more problems than it solves, it's fine: the processes should restart when you reboot your computer.

well thank you for the help.
my drivers for my headphones seem to not want to update and the software that razer pointed to now on there website seems to not see my headphones for some odd reason.

so when i want to play the sims 4™ i will just have to move my audio jack to the front panel audio.
and again thank you for the help.
