Could you try a clean boot ?
The same thing happens even when I clean boot.
- @sleepyeyedslug To be absolutely sure, you used new lot or better didn't download anything when testing on another computer or did you always use the same lot ?

I always start a new game when I’m testing to see if each thing I’ve tried thus far will work. I never use old saves. And no, I haven’t downloaded any thing. I go to an empty lot and start testing it.
