Have you tried running in Windowed mode?
Basically, In Origin, right click Sims 4, go to properties. Add -w to the command line, hit apply, try to start the game.

Haven't read everything.
So it goes back to not working if you set it to fullscreen mode after starting in windows once ?
You can just try starting it in Windowed mode and then Hit Alt-Enter to force it into full-screen or set it to full screen through the menu once it's running.
