pizza won't stop being delivered

Pizza is constantly being delivered without being ordered. The delivery message says something about the tracker was right and not to worry pizzapolouza(did not screenshot).  it initially got so bad that i had 3 pizza delivery people at my door.

1 removed mods BUT WAIT, when i did that game wouldn't load so i removed game and got a fresh sims 4 file. The game started working again and no pizza for about 3 sims days. Pizza started again Repeated above steps same results. If i remove mods i have to refresh file to get save file to work. 

Error doesnt occur in other save files(with Mods installed)

My brain says, since the error only occurs in 1 file and not 3 others its not a mod issue. is that correct thinking or what.
