Brooke11100 I apologize for the late reply; I've been away from the forums for a while.
This error looks very much like what happens with conflicting software. Most apps would be disabled in a clean boot, but not everything. You mentioned uninstalling Razer Synapse, but did you reinstall it, or do you have other Razer apps present? These specifically can still be active in a clean boot, so please remove every single one that's present.
Additionally, if you have any files in ConfigOverride, in Documents > Electronic Arts > The Sims 4, please remove them.
