Meksemeji I would start by uninstalling the game from Documents and reinstalling it into Program Files, or wherever you want that isn't Documents. Once you've done that, see whether the game creates or starts reading a user folder in Documents > Electronic Arts.
If the game is still reading the Public Documents folder, please let me know what Windows thinks is the Documents directory. (There are several Documents folders, as you've seen, but only one is designated as the user's directory.) Search in Windows for Command Prompt, open it, enter this command:
reg query "HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders" /v "Personal"
and post the result. You can write [username] instead of your actual username, if applicable, but please leave the rest intact.

Also net positive and negative that I've discovered. I found my sims 4 document folder in the trash so I had it recovered and it had screenshots from a previous save file. However just like how mods don't appear in-game, my saves are visible in the files but they completely disappear in game. This is sad I really can't play without a long lasting save.
