Sims 4 Game Won't Load

I have had Sims 4 since before the switch to 64bit. I can only seem to play in 32bit, when I try playing in 64bit it states and error message of [de4ee14f:29f00e76:00000000:4b0d852b] saying the game data is missing or damaged. I have attached the error message. I do apologize if this has been posted before I tried finding one similar post but was unable to.

I've uninstalled and reinstalled the game and platform, tried to repair the game, cleared the cache, soft reboot, all this with both EA App and origin app, closed background task, and did c cleaner. Not sure what else to do at this point. I can play all my extensions but Discover University which I just bought.

UPDATE:

Works just fine on my laptop just fine, and its loaded to a external drive.

@LegendariYoshi  The "run in 64-bit" option hasn't been around since some old version of Windows; that guide hasn't been updated in a while, I guess.  I don't know that it's related, but your Razer software is crashing quite a lot.  So you may need to run some updates.

For the error itself, try moving the game's installed files to a new folder, still with Norton disabled.  Create that new folder from scratch; don't use one that's already present.  Clear Origin's cache:

    https://help.ea.com/en/help/faq/clear-cache-to-fix-problems-with-your-games/

Then open your Origin game library, right-click on the Sims 4 icon, select Move Game, and choose the new folder.  Origin will take care of the rest, but it's still a good idea to run a game repair afterwards.  Don't reenable Norton until you've tried to launch the game once.

If that doesn't help, try the same process except in a new admin Windows account.  Make it a local account, as in, don't sign into Microsoft, and don't sync with any other services you normally use.

I don't know where you've installed Sims 4 now, but please keep it on or move it to your internal drive, not the external.
