Sims 4 Game Won't Load
@LegendariYoshi The "run in 64-bit" option hasn't been around since some old version of Windows; that guide hasn't been updated in a while, I guess. I don't know that it's related, but your Razer software is crashing quite a lot. So you may need to run some updates.
For the error itself, try moving the game's installed files to a new folder, still with Norton disabled. Create that new folder from scratch; don't use one that's already present. Clear Origin's cache:

Then open your Origin game library, right-click on the Sims 4 icon, select Move Game, and choose the new folder. Origin will take care of the rest, but it's still a good idea to run a game repair afterwards. Don't reenable Norton until you've tried to launch the game once.
If that doesn't help, try the same process except in a new admin Windows account. Make it a local account, as in, don't sign into Microsoft, and don't sync with any other services you normally use.
I don't know where you've installed Sims 4 now, but please keep it on or move it to your internal drive, not the external.
