sims 4 households and sim panels not loading

Steps: How can we find the bug ourselves? No idea? Icons not loading?
What happens when the bug occurs? Unable to: Place items from gallery, evict families, save. Game freezes when the former and latter occur and freezes when I got to save after evicting families. Household icons no longer load in any world for this particular save (just circling plumbobs above grey squares) making it so I cannot save or save as. Occurs in recovered saves, as well.
What do you expect to see? Household icons and member images showing up. Save screen and construction/build screens being completed and not continuing to go through the motions.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No

I believe it started when I went to edit an NPC in CAS while my sim was at University and the game froze. I discovered I couldn't travel with that NPC in my PCs company but I could invite them over (worth noting that NPC had minimal to no CC). From that point, it got worse; moved my sim to Sulani (she is a second generation sorceress - virtuoso level - who I played through University for her honours degree). I got her into the conservation field and living on Mua Pel'am and things got increasingly more glitchy. The weather glitched and stayed like Britechester's until I did a factory reset. Then, three days into her life in Sulani, the game didn't keep up with an outfit change after she was in the waterfall, leaving her icon on the sim panel blank (worth noting a lot was going on, graphics-wise, as there was an intense lightning and thunderstorm happening). Game could not save afterwards. I was able to progress again after repairing game but the problem is back and now every household in this save file is affected, even those in different home worlds (like her mum in Glimmerbrook), making me unable to play it because progress cannot be saved (due to icons/data not loading). Repairing the game, again, makes it so the daughter's household icon loads but others in the world do not, leading to the game freezing once more. 

I've removed my mods and cleared the caches. I delete the localthumbcache after ever close. I've repaired the game multiple times as per the guides. I've done a reset twice and played a clean save with no issues. Going back to this save and it is still broken. I'm super bummed and desperately wanting to know I didn't put all that time into a save file that is now unplayable. I apologise in advance if the lingo isn't quite right but I'm not 100% sure of the correct terminology for things and none of my googling got me anywhere. I did, however, see a reply to another issue on this forum that mentioned the game being unable to save when the icons don't load because the game isn't able to play catch up and that is definitely what is happening here. 

** All of my mods are up to date (as far as I can tell). I use Driver Easy to keep all my drivers up to date (and everything is up to date, I manually checked). I use Restoro to make sure my computer is running efficiently. I've checked all my mods with ModConflictDetector and nothing appears out of the norm. 

EDIT I was able to play her mother's household and save but going back to the daughter's still resulted in the gave being unable to load the portrait panels and outfit panels and, thus, unable to save. I might resort to having the mum move the daughter back in but I'd rather not lose the house and everything else back on Sulani. Feedback welcomed. Additional pictures of being unable to save the daughter's household to my gallery and of her outfits not loading. Cheers.

    Hey Crin,

    Thanks for the speedy reply. I looked through the thread you linked and I do not use any adult mods. The only tuning mods I use are up to date (or so I believe; I might end up removing them all as they are mainly to do with City Life and managing the random situation outfits the game loves to generate (sims4me mods but I thought hers were all up to date)). I did pick the game up again recently in December and noticed that there were some broken mods and went through my folder to try and clear them out/update what I could. I did not have any issue with the different save I started with (that had more broken stuff in it) but only started having issues in this newer save. I'll load an old back up and see how that goes and try and salvage what I can. I appreciate you help!

    As for the similarities between my issue and the one you linked, I (thankfully) have not had any households disappear or be replaced. Everything is playable but the household icons won't load mainly in Sulani, leading to me not being able to save the game or do any 'manage worlds' actions on that world. I'm not sure if NPCs in that world got some bad cc that I have since removed (cuz I did a massive purge out of sheer frustration) or what. Would it only be a tuning type mod that would cause this or could clothing/hair also be a culprit? 

    I genuinely appreciate the feedback and will come back with an update once I have time to get into my game again.

    PS Is weather being glitchy/not properly adjusting between worlds a thing? I know this is most likely due to some bad cc that I need to find but I'm curious if this is something others have run into. Would umbrella mods (ie keeping sims from using the things cuz they are soooo annoying) or anything affecting NPC walkbys during weather events cause this? Or is this mainly because that save is borked?

    @Wunderweeze Most mods that are known to cause it are listed on the first page of the thread.

    To be cleared if you played this particular save without mods or not, did you just put the save back before you put any mods/cc back and it still didn't work ?

    The worlds don't share the same weather. Each world has it's own weather but it should be the same season.
