Sims 4 not launching

08054d2340290d6e  Your dxdiag doesn't list any Sims 4 errors, or any other obvious issues that could prevent Sims 4 from working.  That suggests that the game is being blocked rather than crashing, which in turn suggests a permissions issue.

What antivirus do you use, and does it help to (temporarily) disable the AV?  You'd want to repair the game afterwards: for a Steam install, select Sims 4 > Properties > Installed Files > Verify integrity of the game files.  As long as you don't do anything else at the same time, your computer should be safe, and if this helps, you can reenable the AV and set exceptions for TS4_x64 and TS4_Launcher_x64, plus EADesktop.exe while you're at it.

If that doesn't help, please create a new admin Windows account and try playing there.  Make it local, as in, don't link it to your Microsoft account or any email address.  You'll be able to (try to) launch the game without reinstalling anything.
