there seem a few people with this issue.
Could you try a manual reinstall of Origin: https://help.ea.com/en-us/help/origin/origin/manually-uninstalling-origin/
I bought city living for the sims, however when I click to play the sims I see a message saying 'download to use' but on origin it says 'you own this content' - although shows no option to play like my other expansion packs. I've been to the live chat option - no response. I've followed other threads that suggest trying my game library>sims4>and hovering over game >expansion packs>and finding it that way - but it just has no option to play available. also when i repair my game, it repairs all other games - toddler stuff, cats and dogs, and luxury stuff - but has no mention of city living. I have repaired game, updated game, and quit origin and restarted, I'm about one step away from a breakdown and I feel like I'm about to cry - please help me!

"The game took off over night and turned on without much problem, I also wanted to see what would happen after updating Origin and I allowed it and shock. Sims4 fires without problems, and the option REPAIR GAME, which was not there before, came back. Definitely, I think, the problem existed on the Origin line - Windows 10; it was as if some of the folders were not uploaded, and now, after installing the game on version 10.4.12, and updating it to the latest version of Origin, everything has gained the appropriate folders and paths to access them. Finally!!!!!!!"

It follows that for Origin to work properly on a new computer, you first need to install version 10.4.12 and then download the newer version.
