Sims 4 Package files not showing up, but other mods work

Okay so, I've been playing TS4 for years and along the way I've downloaded CC.  My problem is that .package files are not showing up in the game at all; not on the main screen or in cas or anything, but other mods like script mods show up like no problem, so it's not as if mods are not already enabled.  I've already repaired the game and made sure it didn't need any updates, I've also checked and made sure the package files were in my mods folder.  I'm really confused because I don't think that one bad package file would make all the other package files disappear once the game started.  Usually bad package files just won't let the game start until you remove them or don't show up at all, but this is new and I really don't know what to do about it.  I would appreciate any advice you could give me.  Also, my families I currently have are extremely important and I don't want my saves to disappear, so I feel like I can't do anything too drastic.
