Sims 4 reputation starting at bad, will not improve

I recently got the Sims 4 Get famous pack, and every time without fail when i start a new character, their reputation has begun at "bad" instead of neutral. I can't gain any reputation, and even though i've gotten no notices about reputation loss it still keeps getting worse. Even cheats don't help. If I set the reputation as neutral manually, it reverts to a negative one in a matter of minutes.
