Sims 4 Stuck on Finalizing

I've been having this issue ever since the patch that came with Dream Home Decorator. Whenever I open Origin, The Sims 4 keeps redownloading and getting stuck on "finalizing".

I own all the DLC (minus two kits). Most of it I bought on sale via Steam (Outdoor Retreat - Eco Lifestyle), the rest (Journey to Batuu - Dream Home Decorator) I purchased via Origin.

When Origin is trying to download Sims 4, it shows all my owned DLC but then downloads the DLC I bought on Origin. Sometimes, it does download all my DLC but still gets stuck on finalizing.

I don't know what to do. I've tried all the tips I found online, including clearing Origin's cache, and it worked temporarily but after I shut down my laptop and opened Origin the next day, the same thing happened again.

Please help!

    @Cheri9803  You uninstall the Origin version of the game and install it from Steam.  Once you've installed the base game and any Steam-owned packs, you sign into Origin and download the packs you own there.  Origin will (should) recognize the Steam-installed game and let you add the rest of your packs.
