@molleelo Your dxdiag has a number of Origin-related errors, although the waiting for permission issue is usually unrelated to the ones listed. Still, it's a good idea to be thorough. Start by clearing Origin's cache:

Then disable Origin's Web Helper Service. In Origin, hover over your username, select Application Settings, and under Application (the first header), scroll down to Start-up optioons and disable the service.
Then hit Windows key-R and enter "services.msc" without quotes. Scroll through the list to Origin Client Service and Origin Web Helper Service, and for each, double-click, select "Disabled" under Startup type, and click Apply to save the changes. This should fix the downloading issue, although you may need to restart your computer to get it to work.
Finally, please choose a different location for Sims 4 other than Documents. That's where your user game folder is supposed to be, but having the program files there can create all sorts of problems. You can create a new folder within Program files (x86) if you want; the default install path is Program files (x86)\Origin Games.
If you get the same error message about Origin not being able to to download to Program files (x86), try running Origin as an admin: right-click on the Origin shortcut and select "Run as administrator." If that doesn't help, temporarily disable your antivirus/firewall and try again. Be sure to reenable it as soon as the download is finished.
