Sims 4 Won't Download/Launch

I purchased The Sims 4 via Origin (for PC) when it first launched and it downloaded/launched perfectly. I recently got a new computer and had to reinstall both programs yesteerday. After the download and install completed, the game showed the 'Play' button. When I clicked Play, it gave me a pop up saying that the download was still at 94%. After waiting another half hour with no further progess, I decided to go ahead and click Play, the game then functioned normally. I attempted to play again today and it gave me the same pop up message (still stuck at 94%), but this time it wouldn't launch the game at all. I decided to uninstall the game (not the Origin client). After reinstalling The Sims 4, the EXACT same thing happened and the game still won't launch.

Is this an issue for anyone else?

Help?!

***ALSO, the Electronic Arts folder hasn't appeared in my Program Files (x86)
