@JadeScorpion15 As a test, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, if it launches, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just let me know whether you can get far enough to start a new save and play in live mode for a bit.
If that doesn't help, please run a dxdiag and attach it to a post.

HI, I've finally been able to launch the app by removing the Sims from the EA folder, could I have some help with restoring all of my saved game data pls?
@RuachSumO You can move your saves to the new Sims 4 folder; it's unlikely that your saves are the reason the game wouldn't load at all. Saves go in the saves folder, naturally, and it would be best to move the individual files, not the entire folder.
You may also want to move over the contents of Tray, which contains files for your saved households and builds. The rest can be discarded, unless you want to keep Screenshots and Recorded Videos. If you have mods or custom content, test those files first to make sure they don't reintroduce the problem.
