It sounds like there may be more of an issue with your computer than just Sims 4 won't open. As it shouldn't be making odd sounds.
Have you checked with a techie friend or family member or maybe taken it to a computer repair shop to have it looked at?
yes, everything else is intact and working perfectly fine.. this ims 4 is the only thing that doesnt seem to be working.

However, it looks like your anti-virus program or Windows Defender is blocking Origin and TS4
If yes - you could turn it off or add Origin and Sims as exceptions:
