Sims forget what they were doing after going up stairs

City Living, Get Together, Get to Work, Parenthood, Vampires, Dine Out, Spa Day, Outdoor Retreat, Toddler Stuff, Fitness Stuff, Vintage Glamour Stuff, Backyard Stuff, Kids Room Stuff, Romantic Garden Stuff, Movie Hangout Stuff, Spooky Stuff, Perfect Patio Stuff, The Holiday Celebration Content, and The Life of the Party content.
Steps: How can we find the bug ourselves? At 1 Torendi Tower Penthouse add two extra levels, place something on the roof to interact with ((I tried out the invention constructor and standing basketball hoop)), and command a sim on a floor below the rooftop or outside of the penthouse to interact with the object placed on the roof. ((I also used the modern floating stairway with the ported safety balustrade but I do not know if that was a factor))
What happens when the bug occurs? The sim will go up the stairs, if they're on the first floor they will skip a level or two, and then the action will cancel and the sim will stand there until given another command.
What do you expect to see? A sim to perform the action after going up the stairs without forgetting the action or skipping levels.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system?
