@belladarlinq The game should have already created the Mods folder inside Documents > Electronic Arts > The Sims 4. (The file path to the user folder is the same in the EA App as it was in Origin.) If you're not seeing it there, make sure you're looking at the correct version of Documents; the path needs to exactly match what you see in-game:

Yes I know that, I've been playing Sims with mods for years now but when I moved it to Ea, the folders completely changed. none of the documents are what they used to be, i've gone through ea to make sure i'm looking at the correct folder, i'm just not sure what to do now

@belladarlinq Okay, but I'm telling you that the user folder needs to exist somewhere on your computer, and the link I posted describes how to find the file path to folder. Please find the file path, as described, and then open it to find your Mods folder.
If this Sims 4 folder doesn't contain a Mods folder, please post a screenshot of its contents so I can see whether anything else is missing.

I still can't find my mods folder. there isn't one at all on my computer now

@belladarlinq Your screenshot shows the game's program files, a separate set of data that has no bearing on the user files.
Please go in-game and find the full file path to the user folder , as described in the link I posted earlier. Here it is again:

Then open that series of folders. If you still can't figure it out, post the file path the game is telling you it's reading, as above.
