Sims not able to use stairs - sims 4 cats and dogs

i am having issues with my sims being able to walk upstairs.  I removed all CC and still had the issue.  Outside, i removed the foundation, deleted the steps and sims have been able to get inside the house.  Inside, i removed the stairs and placed new stairs, still the sims cannot access.  Pets can go up and down the stairs with ease.  I have tried resetting the stairs with a debug object, to no avail.  Has their been any other reports of this or any fixes anyone knows of?

    This is known to be caused by a Mod that are now updated. You can get it where you got it before.

    What mod would that be? Also it happened without any mods in my folder.

    If you do not have any Mods installed and never had this is not your problem. If you have had Mods installed but removed them then try to delete the localthumbcache.package file. It will be recreated by the game.
