Sims not loading

I have been trying to get on my game for a week or so now. Here in the last two days i have really been trying to get on and doing a lot of technical support guides to learn how to fix my issue. so here is what i have done and what is happening i will attach a screen shot of the game as well. 

When I click on sims i get a black screen that flashes a few times then the white screen that just sits there, or it will black screen flashing and then crash.

I have uninstalled the game and reinstalled, i have cleared all cache from steam and ea., I have checked my resolution on pc and made sure my sims showed that as well in the EA-Sims4- Options folder. I have changed the sims 4 folder to sims 4 old to regenerate a new folder. Lastly, I reset my pc deleting all apps that didn't come programed on my pc and reinstalled everything else. i am still getting the white screen or the game crashes. i also completely deleted all my mods to make sure if one was bad i wouldn't have that on there.
