SOLVED. All I had to do was go into the game itself, go to "GAME OPTIONS", then select "OTHER" and then check "ENABLE CUSTOM CONTENT AND MODS".

I'm having the same issue. It's enabled in-game, it's not saving to OneDrive, and it's not showing up at the start menu. It's getting really frustrating because I can't seem to find anyone else with this problem that has been solved.

Any help is greatly appreciated.
