You might need to try resetting your Sims 4 folder. As the mods folder is a default folder in the Sims 4 folder along with it's Resource.cfg file.
How to reset Sims 4:
Move or rename your current Sims 4 folder to Sims4Backup. Launch the game so it creates a new Sims 4 folder. Launch the game and play a new save.
If it's not working, don't save. However, if everything is playing okay then start putting the files back. (list of files and folders below).
- Options.ini (User game settings)
- Tray Folder (Sims/Houses/Commercial lots and rooms)
- Screenshots/Videos/Custom music
- Rest of the save games, if any.
(leave out slot_00000001.save which is the autosave. It is not used anymore.)
- Custom content like clothing, hair, skins, and makeup
- Mods (Put these back one by one to make sure they all still work)
my game is working just fine, just the mods wont show up! ive tried everything thats been suggested and it wont work. more specifically, it wont make a new folder. should i just delete it?

If it does not create its folder where you are looking you are looking for it in the wrong place. It may be located on Onedrive instead.

When you create a new Sims 4 folder, it should be able to be found at: C:\Users\Username\Documents\Electronic Arts\The Sims 4
Is this not where your Sims 4 folder is at? If it's on OneDrive, like Jpkarlsen mentioned it needs to be disabled or uninstalled.

Sims 4 and OneDrive don't work well together. The game won't recognize it's files, if they aren't in \Documents\Electronic Arts\The Sims 4. If they're not. The game can't read those files.
