Special venue bug

How often does the bug occur? Occasionally (10% - 49%)
What is your current game version number? 1.52.100.1020
What expansions, game packs, and stuff packs do you have installed? All dlc installed. (except for Island Living, which hadn't yet come out, but I have bought it and will have it in my game when it is available)
Steps: How can we find the bug ourselves? Download a special venue lot and place it on a regular lot.
What happens when the bug occurs? The lot is permanently stuck as a special venue.
What do you expect to see? The special venue lot type can't be changed.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I downloaded a remodel of the Heremit's Cottage for Outdoor Retreat. I then placed the cottage in Brindleton Bay. I think that perhaps the bb.enablefreebuild cheat was used when the lot was built. The lot were I placed the lot is now ruined as it is marked as a special venue. I can't change it to any other lot type. I can't buy the lot as a retail lot as posts from 2015-2016 suggest that you can do to change the lot type back. I also can't reload an earlier save as i realized it was bugged several weeks after placing it. After the last patch 2019-06-20 the lot is also marked as a library?
Hopefully there's some cheat to change it back to residental? My savefile has hundreds of fixed townies and npcs and houses on every lot so I don't really feel like building up the save again
