FeliciaBently If your game works without your Mods folder, then the problem is something in the Mods folder, and you'll need to sort through its contents to find the culprit. Keep in mind that some mods that were fine a day or two ago may have broken with the latest patch. Start here for those:

DontTouchMyTea If you'd like help, please test without your Mods folder, and if that doesn't make a difference, provide a dxdiag.
i did test it without mods, it was two supermarket lots and i even had to go to a new save file to be able to place down the buildings without the game to be stuck (and it still took some tries before it worked), one of them did have an large amount of objects on it (cuz its a store) so maybe thats part of the issue but its still an issue that should be fixed
