@FlipzSenapi I went over your log and saw a couple of potential issues, but nothing definitely problematic, and nothing that would explain the stuttering. So please do all of these, together, to see whether they make a difference:
- Disable your monitor's G-sync settings
- Set Windows to run Sims 4 in high-performance mode: open Windows Settings > System > Display > Graphics settings, click Browse, choose TS4_x64.exe, click Options, choose the high-performance option, and save
- Enable vertical sync in the Nvidia Control Panel: right-click the desktop, select the CP, then Manage 3D Settings > Program settings, choose TS4_x64, set vertical sync to On or Adaptive (you can try both), and save
- Test a new save in another clean user folder
If these steps don't help, keep all the above settings, but play while your computer is offline. You can put Origin into offline mode and then disable wifi and pull the ethernet cable before pressing Play. You need to do both—the hwinfo log showed that your computer was using wifi but also picked up an ethernet connection.
