mucatshi When you tried the clean boot, did you still get an error 0x80000003? You can check in the Reliability Monitor (click Windows key-R and enter perfmon /rel in the run box to open it) so you're seeing the time each error happened. And in the clean boot, did you manually disable anything that might still have been running in the Task Manager? Some apps like to stay active in a clean boot for whatever reason.
If you did get an error 80000003 in the clean boot and you're sure everything was disabled, please do a clean uninstall and reinstall of the graphics driver, as described here:

Try a slightly older driver, one new enough to be compatible with Sims 4 but not the very newest version.
