Loswen Your dxdiag is full of timeouts of the graphics driver, which is not a surprise given what you've reported. I haven't seen any other reports of this issue on this driver since you posted though, so I'm not at all convinced it's the driver itself.
Does it help to disable the iGPU in BIOS? You shouldn't need to in theory, but in practice, it's worth trying just in case the two drivers aren't playing well together. The Intel driver is from 2022 and might not be compatible with something so new.
I would also try a clean uninstall of the AMD driver, with Display Driver Uninstaller, if you haven't already. This is more thorough than the usual uninstall process. Here's how to do it:
If none of this helps, I don't know what else to say, except hopefully the next AMD driver, or the next Sims 4 update, will fix the problem. In the interim, you could install the older driver, then the newer one without doing a clean install, and use the Rollback option in Device Manager to revert to the older driver when you're ready to play Sims 4. That should be faster than manually uninstalling the newer driver.
