Sims cannot gain romantic relationships

I started a new game and  noticed my sim appears to be unable to gain romatic relationships with anyone. Things like Flirting, offering roses, sexy poses, kissing etc does nothing at all. My sim can gain friendships without any issues but not the romance side which is important on how I play the game.

The only thing which has changed since it was working to now is that I bought the the Toddler stuff pack as a couple of gallery lots I wanted to use needed this. I've tried repairing the game and that has not changed anything.  None of my mods or cc has been changed since it was working last to now so I cannot see that is the issue unless something is incompatible with the Toddler pack which seems unlikely.

Is this current issue which others are having or something only I am seeing?
