I have done the steps in your solution and every time I do I get more and more gardeners on my lot. I have had to lock my doors and gates to keep them out of the house. I have even tried putting them in the world but the game just spawns more. I am having this problem in more than one of my save files. My sim does have the free services trait as well. I do not have any cc or mods in my game. I have tried repairing the game and the problem still persists. Any help anyone can give me will be greatly appreciated.

If so, please zip up this folder: documents\electronicarts\thesims4\saves and drop the file to this Mediafire-Link to upload.
Please make sure to name the zip file with your user name and a tag-word of the issue.
I figured out how to do as you asked. The file is uploaded and named: Slot_00000037 tiggerwvGardenersSpawning I hope this helps. I know this is not the right thread but could you also take a look at the flea market festival? I am having some trouble with the collectible tables.
