The same problem has been happening to me since the latest update. The game opens to a pop-up add for a Sims product, and when I close the ad, I see the main screen for the game with my saves, etc., but it's grayed out. The only way to fix it is a task manager "end task." Then, I have to do a hard reboot. Lately, it's been getting so bad, I've given up trying to play.
Yes, I tried it without mods. Yes, I went into the Sims 4 folder and changed the "full screen" to 0. It's still happening. Please help! I want to play with the new pack!
